Long story short, this is a bootstrapping problem.

The Ubuntu Touch images, since they were first published as Ubuntu Touch
Preview, have always included components from outside the Ubuntu archive.
It is of course very important to correct this, but it's taking some time to
fully converge. In the case of the Unity ppa, this is because the Unity
packages used on Touch would regress behavior on the desktop.

These issues will all be resolved for 13.10, but in the meantime we continue
to chip away at the delta piece-by-piece and this means that some references
to the outside sources will show up in the archive in the short term.
