It actually explicitly does the inverse right now, only twiddles
foreign arch on install, not upgrade, assuming that you know what
you're doing if you turn it off.

The problem with moving this functionality into an installer is
that *all* installers need to grow the functionality, and if you
sort out a way to install without one of our blessed installers,
you get a weirdly-different system.
