I've noticed recently that some people are force merging silos in
order to ignore problems with xenial-proposed migration while
continuing development in vivid.
This is a Very Bad Thing as it causes xenial to rot, without anybody
paying attention or fixing it.
I've discussed the issue with Steve, and we've decided to remove the
ability for landers to force merge their own silos (only trainguards
will be able to do this from now on). The force merge is largely just
a holdover from the days before automatic merging was implemented, so
this shouldn't really be a problem for anybody in practise.
I'll probably roll out the change tomorrow, so if you feel this is a
grievous mistake you have 24 hours to convince us otherwise.
