Upstream is not happy with this, and it's unlikely to be quite what we
end up with. The threads starting at these points (they got a bit split

At this point I cannot say with any particular confidence whether
OpenSSH will be ready for this transition by 18.04, although it can cope
with the current situation in Debian unstable where the default is 1.1
but 1.0 is also available.
