I've worked through the failures so far; they were all either testbed
failures (nova errors on ppc64el, dns errors on armhf), flaky tests, or
legitimate failures that shouldn't be considered regressions. We probably
need a mass-retry of at least the recent failures on armhf and ppc64el, but
for armhf we should either wait for the queue to drain all the way, or
someone needs to filter out tests that have already been re-queued to avoid
making the backlog worse with duplicates.
