Unattended-upgrades starts upgrading packages in Devel 21 days before the release

Dear Disco Lovers,

With the Final Release approaching and new intrusive changes hopefully
not landing anymore we need to get feedback about how the unattended
application of updates work and give it a test flight.

After a series of discussions in the Foundations Team we implemented
turning unattended-upgrades on 21 days before the planned release date
which is hoped to be the sweet spot between running it during the
whole development period and turning it on right after the release
without wider-scale testing. 21 days before the release we expect the
quality of the archive to permit such testing of package upgrades.

To add a little context unattended-upgrades is enabled during the
whole development period of Debian, both in unstable and testing
releases, but the migration from unstable to testing is generally
slower than the -proposed to release migration in Ubuntu.

Please report issues found in either unattended-upgrades or in
packages failing to be upgraded unattended to make Dingo's life full
of fun without breakdance!

Cheers,
Balint
