Manual baseline retesting available on autopkgtest.u.c

Hi all,

autopkgtest.ubuntu.com now supports the migration-reference/0 trigger, so you
can start building request.cgi URLs with it, for example (only showing the tail
after request.cgi):

?release=impish&arch=s390x&package=gzip&trigger=migration-reference/0

The retry-autopkgtest-regressions command in ubuntu-archive-tools has just
received an update to make use of this when invoked with the --no-proposed
flag.

This enables you to let packages migrate yourself if triggered packages
regressed in the release pocket, thus replacing the procedure where you have to

1. test with an unrelated trigger to reproduce in release pocket
2. ping release team to add a force-reset-test hint to britney

Eventually, autopkgtest will continuously retest the baseline itself, such that
each package is tested in the release pocket once a week or so, avoiding even
this manual work in most cases; and easing debugging by narrowing down when a
package broke.
