Soft-freeze of focal-updates (and security!) for 20.04.5

Hello developers and SRU members,

Just a quick heads up: as 20.04.5 is already next week, we're starting
to stabilize focal-updates for the upcoming release candidate images
(planned for around Monday next week). This means that things might be
a bit slower moving in focal-updates - especially after the candidate
images are built - all until 1st of September, which is of course the
.5 planned release date.

Note to SRU members and ubuntu-security: please do not release any
packages into focal-updates without coordination with the
ubuntu-release team until 20.04.5 is released. I'd like a soft-freeze
on the focal-security pocket starting around Thursday as well so to
keep the archive contents in a sane state. Generally accepting
packages into focal-proposed should be okay, though best if we keep
-proposed open for any last-minute fixes, if needed.
