More specifically, rust-zbus isn't in Ubuntu right now because its
dependencies are at a newer version for rust-zbus 4 but rust-zbus 4
isn't in Debian or Ubuntu yet. I believe the latest status on this is
https://bugs.debian.org/1069621
Also, rust-secret-service isn't installable in Debian either because
of https://bugs.debian.org/1060321
