Cleaning of update-excuse tag on launchpad reports

Hey there,

As a FYI I removed the "update-excuse" tag from a stack of launchpad bugs yesterday. The proposed-migration process is fetching that list from launchpad when it starts and it was taking almost 5min to process the ~350 tagged bugs.

I've removed ~30 which were on packages removed from Ubuntu (the bugs on those packages would probably also be closed) and another ~160 from packages which are not currently in stonking-proposed (it's possible that some of those could still be seen as having value but sorry the list was too long to spend time reviewing every case, just tag it back if you think untagging was wrong). 

The next benefit is that proposed-migration takes ~1min now to process the update-excuses buglist, so a few minutes won :-)

Going forward I might look at having some sort of automation to do such cleaning, but meanwhile it would be nice if people would remove the update-excuse tags if they are not relevant anymore.
