I was thinking of just having base-files.postinst create default/locale
if it doesn't exist, and populate it with the right bits for C.UTF-8.
That should preserve people's fancy locales on upgrade, but for people
who never set a default, would move them from C to C.UTF-8 (desirable,
or not, I'm undecided, we could version-guard it, if not).
My only concern is if any installer code also does the "only if it
doesn't exist" check, and we thwart their attempts to set a better one,
but this seems unlikely, as you'd want your lang pickers to be able to
run repeatedly and land on the last result you asked for.
