Actually, this is not completely correct. NTP does have an option to
make a large change on startup, via the "-g" parameter. This is pretty
much all ntpdate does (sync the clock on net interface startup), so ntpd
can replace ntpdate without any other issues.

Of course, there is still the net interface up calling ntpdate, but this
is not major.
