AIUI, flashplugin-installer is updated on a regular basis, and when that
happens, users get a package update. The postinst then downloads and
installs the updated plugin. I believe (but haven't confirmed) that the
hash of the download is checked against the expected hash embedded in
teh package.

So users still get updates "through the regular package updates", though
an additional download is required.

It looks like the last update to this package was two days ago (for
Xenial) and all supported releases have been updated this month.

Are you saying that the additional download is a problem? If so, how
exactly, and if not, then I don't follow how this mechanism makes a
difference to users.
