The new 'update-excuse' tag can be used to make a bug appear on update
excuses [1] page among the excuses why a particular package is not
migrating to the release pocket:
casper (1.427 to 1.428)

* 6 days old
* Also see bug 1850184 last updated on Mon Oct 25 16:59:32 2019
* autopkgtest for casper/1.428: amd: Regression , arm64 Pass, ...
The tag can be useful when triaging and fixing an issue takes a longer
time or needs coordination with others. For marking package versions
in stable releases the update-excuse-$SERIES tags can be used.
