I think it makes more sense to just get that service updated fairly
early (it's in https://wiki.ubuntu.com/NewReleaseCycleProcess FWIW).
Copying those files as part of series initialisation would be
unnecessary extra code, since it isn't absolutely necessary for them to
be copied in order for the series to work.
