SRU template update: "Test Case" is now "Test Plan"

Dear SRU uploaders,

Following an SRU team meeting yesterday, I've updated the SRU template
at https://wiki.ubuntu.com/StableReleaseUpdates#SRU_Bug_Template to say
"Test Plan" instead of "Test Case".

This change does not require any change in your workflow or to the SRU
information provided, and, as always, ultimately we care about what
information has been provided rather than specific titles or
presentation used.

The reason for the change is that in some cases, we ask for additional
testing during SRU verification in addition to just verifying that the
specific bug being addressed has been fixed.

Sometimes this additional testing is identified during consideration of
"Where problems might occur". Sometimes we might notice that the
verification of a particular bug won't properly exercise the updated
package at all, and so we ask for a smoke test.

"Test Case" implies a limitation of its content to the specific bug
being fixed. "Test Plan" just expands the scope of the existing "Test
Case" section so we have a single sensible place to note the complete
test plan that we'd already been doing informally through comments.
