You're right but it seems a bit unlikely that a package would build-depend on ccache. It's not very useful in the buildd environment...

I agree! ccache should be demoted to universe, as it is not used by any supported package or the official build process.
Ubuntu developers can still easily access it from "universe". If there is a need to re-promote ccache into "main" in the future, it should go through a full MIR process [0] instead of just being in "main" for legacy reasons.

That said, I agree too. The seed change got merged a few hours ago and presumably ccache will get moved to universe by an AA pretty soon.
