Really nice improvement indeed! Much like Christian, we'd want to give back autopkgtests from time to time when working on some ports, or on optimized Ubuntu packages and images. The relevant team would be https://launchpad.net/~canonical-partner-eng, and we would send explicit guidance to people in that team or joining that team to work on Ubuntu on when it's proper to give back an autopkgtest.

I'd ask for [1] to be added to [2]. That would cover the server team and a
few closely related friends in CPC and actually QA as well :-) The set of
People in that group are tightly controlled and I'd not be concerned about
abuse of the test restart permission by any of the current or future
members of it.
