Thanks for addressing this issue, it is much appreciated!
No more length lists of "could you restart that for me" links.

I'd ask for [1] to be added to [2]. That would cover the server team and a
few closely related friends in CPC and actually QA as well :-) The set of
People in that group are tightly controlled and I'd not be concerned about
abuse of the test restart permission by any of the current or future
members of it.
