But one question: I see it's under the ubuntu org (great!), yet still requiring a CLA, is that correct? I thought that this was changed globally for all projects under ubuntu?

In fact, super secret awesome things are taking shape, and the issue tracker has a template since this today (thanks Marek for working on this!).
So if you have release note changes to contribute, please start creating them as issues here, using the provided template: https://github.com/ubuntu/ubuntu-release-notes/issues
We're not yet completely ready to announce the availability of this, but we'll definitely be migrating the release notes away from Discourse to a Read the Doc website, and that should be ready for Resolute, so better start using that to build the upcoming Release Note.
