Because, for reasons unrelated to Qt5 landing, Kubuntu decided not to land KDE
Frameworks 5 in the archive this cycle, the impact was minimal. The main
reason I point it out is that if the same landing philosophy is used next
cycle it will have a major impact on us. No one wants to upload things that
are going to cause severe, prolonged breakage, but the balance between getting
things mature before upload and just firing things straight into the archive is
far too risk averse right now.

If this traincon thing is going to stick around, I think Qt5 ought to just be
uploaded normally and not be treated as part of the CI stack next cycle.
