In parallel, discussing with schipon and #security if we shouldn't
revert that change, given the large gid range setting from
linux-sysctl-defaults
doesn't work in LXD containers where the available id range is much
smaller due to mapping.
That revert has happened, and ping is back to using capabilities for
now (https://launchpad.net/ubuntu/+source/iputils/3:20240905-1ubuntu1)
I'll revert my fence-agents and backuppc workaround, because I think
we would want to know if ping no longer works for non-root users
inside a container (which is what those tests were doing).

I went over the reverse dependencies of imagemagick 6. Everytime I
added a delta, I subscribed to the debian tracker so I can be notified
when debian makes the same or similar change, and then I can drop the
delta.
Today I see that imagemagick-6 is gone from the NFS report \o/
